Horse Racing Slots: How Racing-Powered Games Work, Where They Are Legal and Where to Play

Horse racing slots spin like slot machines but settle on real horse races. How racing-powered games work, where they are legal in the US, the studios behind them and where to play online.

Horse racing slots explained: racing-powered games, historical horse racing machines and where they are legal in the US

Horse racing slots are casino-style games whose results come from horse racing rather than a random number generator. Press spin and you have placed a pari-mutuel bet on a race; the reels simply reveal what that race paid. The format has grown from a single track in Arkansas in 2000 into a business that took $11.2 billion in wagers in Kentucky alone in 2025.

This guide explains how the games work, how they differ from ordinary slots, where they are legal and which sites offer them online.

What are horse racing slots?

The term covers two related products that share one idea: a slot-style game sitting on top of a horse race betting pool.

  • Historical horse racing (HHR) machines are terminals in racetracks and gaming halls. Each play is tied to a race that has already been run, with the names and dates hidden.
  • Racing-powered or pari-mutuel powered games are the online version. On platforms such as Horseplay, the credits you buy are wagers on live races running around the world, and casino-style games reveal the result.

Both are licensed as pari-mutuel horse wagering. That legal label is what lets them operate in states where slot machines are banned.

How racing-powered games work

Historical horse racing terminals

An HHR machine holds a library of past races. Kentucky’s machines carry up to 60,000 of them, according to Harness Racing Update. When you bet, the system draws a race at random and strips out anything that would identify it.

You see a short handicapping form and pick three horses, or press a button to let the machine pick. The race is decided by what really happened. Slot reels, bonus rounds and a few seconds of race footage then show whether you won.

Wagers go into pools shared with other players on the same race, and winners are paid from those pools after the operator’s commission. Seed pools keep payouts flowing when only a few players are on a race.

Online pari-mutuel powered games

Online platforms work the other way round. Horseplay says each credit you buy is “a real wager placed on a live horse race happening somewhere in the world.” Once that race ends, the result is locked in and you play it out through slots, video poker, bingo or Plinko-style games.

You never handicap a race. The game is a reveal mechanism, so the experience feels identical to a slot even though the money is moving through racing pools.

Horse racing slots vs ordinary casino slots

Horse racing slots Casino slots
What decides the result The outcome of a real horse race A random number generator
Who pays winners A pari-mutuel pool, funded by players The casino
Regulator State racing commission State gaming commission
Legal basis online Advance deposit wagering and the federal Interstate Horseracing Act State online casino law
US availability online Up to 19 states via Horseplay Seven states with legal online casinos
Minimum age 21 at Horseplay 21 in every legal online casino state

The practical difference for a player is small. The games look alike, and the return is in a similar range: Kentucky’s HHR machines pay back about 91% of what is wagered. The bigger differences are legal reach and how the money is pooled.

If you want to compare with regulated casino offers in states that allow them, see our online casino bonuses guide.

Is it horse betting?

Legally, yes. Every credit is a pari-mutuel wager, the race decides the outcome and the operator is licensed as a horse wagering business. That is why Horseplay describes itself as “authorized to conduct online horse wagering pursuant to state licenses and the federal Interstate Horse Racing Act.”

In practice, it is not handicapping. You cannot study form, pick a horse online or watch your race. Players who want to bet on racing itself are better served by an advance deposit wagering app such as AmWager, covered in our guide to the best horse betting apps.

Racing-powered games sit in a legal grey zone that courts and legislatures keep redrawing. The federal Interstate Horseracing Act of 1978 allows interstate pari-mutuel wagering with the consent of the host track, racing commission and horsemen. Online platforms build on that and on state advance deposit wagering licences.

Horseplay is licensed through Oregon, where its operator, Game Play Network, appeared before the Oregon Racing Commission for an annual review in May 2026. The commission’s minutes record that it was “in good standing with the ORC.”

The court fights over historical racing

  • Kentucky: machines arrived at tracks in 2011. In 2020 the state Supreme Court ruled that one style of game did not create a true pari-mutuel pool, and lawmakers rewrote the law in 2021 to keep the industry running.
  • Wyoming: the state Supreme Court called the machines slot machines in 2006. The legislature legalized them in 2013.
  • Idaho: lawmakers approved and then repealed the machines, and voters rejected a 2018 ballot measure to bring them back by 54% to 46%.
  • Texas: a judge struck down the racing commission’s 2014 approval, and the commission dropped its appeal in 2015.
  • Louisiana: a 2021 law allowed up to 50 machines per property, but a Baton Rouge judge overturned it in early 2024.

FAQ

Are horse racing slots real slot machines?

Legally, no. They look and play like slots, but each spin is tied to a pari-mutuel wager on a horse race, and the prize comes from the betting pool on that race. That is why states and racing commissions regulate them as horse betting rather than casino gaming.

Is playing horse racing slots the same as betting on horses?

In law it is. Every credit you play is a wager on a real race, settled under pari-mutuel rules. In practice it feels like a slot: on online platforms such as Horseplay you never pick a horse, and on most historical racing terminals an auto-pick button does it for you.

Which states allow historical horse racing machines?

Kentucky, Virginia, Wyoming and New Hampshire have running historical horse racing venues, and Kansas licensed its first facility in 2023. Courts have struck down or blocked the machines in states including Idaho, Texas and Louisiana.

Can you play horse racing slots online?

Yes, in some states. Horseplay offers racing-powered casino-style games online to players aged 21 and over in 19 states, including California, Florida and New York, under advance deposit wagering licences and the federal Interstate Horseracing Act.

Do horse racing slots pay better than casino slots?

Not necessarily. Payouts depend on the pool and the operator's takeout. Kentucky's historical racing machines return about 91% of wagers, which is in the same range as many casino slots.
