New York Sports Betting Sites: Every Legal NY Sportsbook and Your Options
New York runs the biggest sports betting market in the US with only nine licensed apps and a 51% tax. We list every one, what else is legal, and where online racing fits in.
New York charges sportsbooks a 51% tax on revenue, the steepest rate in the country, and still attracts the biggest names in the business. Nine operators hold mobile licenses from the New York State Gaming Commission. Anything else offering sports bets to New Yorkers on a phone is not legal here.
This guide lists all nine, explains what is and is not allowed in New York, and shows where our partners fit. None of our sportsbook partners are licensed in New York. Online casinos are not legal and sweepstakes casinos are banned, but online horse racing is open through licensed account wagering.

Licensed New York sportsbooks
The Gaming Commission’s sports wagering page names nine licensed mobile operators. Every bet placed on these apps is routed to a licensed New York commercial casino. That is how the state squared mobile betting with its constitution.
| Licensed mobile operator | App name |
|---|---|
| Bally Bet | Bally Bet |
| BetMGM | BetMGM |
| Caesars Sportsbook | Caesars Sportsbook |
| DraftKings Sportsbook | DraftKings |
| Fanatics Sportsbook | Fanatics |
| FanDuel Sportsbook | FanDuel |
| Resorts World Bet | Resorts World Bet |
| Rush Street Interactive | BetRivers |
| theScore Bet | theScore Bet |
The list is short because New York picked its mobile operators through a competitive bidding process in 2021 rather than open licensing. Two familiar names are missing. Hard Rock Bet and bet365 are not on the Commission’s list, so neither takes mobile bets in New York. If you see either brand advertising to you in Manhattan, you are looking at an ad aimed at New Jersey.
Why our partner offers don’t appear in New York
Hard Rock Bet is our sportsbook partner, and it is licensed across the river in New Jersey but not here. We will not list offers from brands that cannot legally take your bet. If you spend time in New Jersey, our New Jersey sports betting guide covers what you can use once you cross the state line. Our Hard Rock Bet review explains the app.
Online horse racing in New York
Horse racing is the one form of online wagering New York has allowed for decades, through licensed advance deposit wagering accounts. AmWager lists New York as an available state in the schedule attached to its terms and conditions, with greyhound wagering excluded. AmWager requires every account holder to be 21 or older.

New York gambling law changes you should know
Sweepstakes casinos are banned
Senate Bill S5935-A outlawed online sweepstakes casinos from December 5, 2025. Gold Coin and Sweeps Coin sites that once accepted New Yorkers have blocked the state, and that includes all of our sweepstakes partners. The full state-by-state picture is on our sweepstakes legal states page.
Prediction markets under legal fire
In April 2026 Attorney General Letitia James sued Gemini and Coinbase in state court. She argues their event contracts are unlicensed gambling and points to bets taken from 18- to 20-year-olds. The same month the CFTC sued New York to stop the state applying its gambling laws to federally registered exchanges. Kalshi has its own preemption case pending in federal court in Manhattan. No ruling has landed in any of them. Trading event contracts involves risk of loss.
The 51% tax
Half of every dollar a New York sportsbook wins goes to the state, mostly for public education. Each year $6 million is earmarked for problem gambling education and treatment, and $5 million for youth sports. Operators answer with smaller promotions than they run in lower-tax states. Expect welcome offers here to be leaner than across the river.
Betting on New York teams
New York has three NFL teams: the Giants and Jets, who play in New Jersey, and the Bills in Orchard Park. Add two MLB teams, two NBA teams and three NHL teams. All of them are fair game on the nine licensed apps. College betting is allowed, but New York does not allow bets on games involving New York colleges, wherever they are played. The Gaming Commission also has to approve each event and prop type a sportsbook offers, and leagues can ask it to restrict specific bets.
Machine sports are a different story. Niche events such as drone racing or robot combat only appear if a licensed book asks for approval and decides to price them. Our US drone betting sites guide follows where those markets show up.
How we rate New York betting apps
Every brand we cover has to be on the Gaming Commission’s own list first. After that, we look at five things, in this order:
- Pricing. We compare the margin built into common markets, such as NFL spreads and moneylines, by converting both sides to implied probability. A lower combined total means a fairer price.
- Market depth. Main lines are table stakes. We check alternate lines, player props, live betting and how many smaller sports and leagues each book carries.
- Promotion terms. We read the full terms, not the headline. Opt-in rules, minimum odds, expiry dates and whether a bonus bet’s stake comes back with the winnings matter more than the dollar figure.
- Banking. Deposit options, withdrawal methods and published processing times.
- Player protection. Deposit limits, time-outs, reality checks and how easy it is to find them.
We do not take payment to change a ranking, and we only show offer cards for brands we work with directly.
How to sign up at a New York sportsbook
- Choose one of the nine licensed apps above and download it from the App Store or Google Play.
- Register with your legal name, date of birth, address and the last four digits of your Social Security number.
- Allow location access so the app can confirm you are inside New York.
- Deposit, set your limits, and opt in to any welcome offer before your first bet.
Bet types on New York apps
The nine licensed books cover moneylines, spreads, totals, parlays, player props, live betting and futures on every major league. Because the 51% tax squeezes margins, compare prices before you bet: the same Knicks spread can carry different odds on two apps.
Geolocation: New York’s state lines matter
New York’s geolocation checks are strict, and the borders are busy. Bettors in Staten Island or on the west side of Manhattan sometimes get flagged as being in New Jersey. Switching Wi-Fi on and closing VPN apps fixes most failed checks. Upstate, the same thing happens near the Pennsylvania, Vermont and Massachusetts lines.
Deposits and withdrawals at NY betting apps
Licensed New York books generally accept debit cards, online bank transfers, PayPal and prepaid cards. Some also accept cash at their partner casino. Withdrawals typically go back to the method you used to deposit, and every operator publishes its own limits and timings in its cashier.
Responsible gambling help in New York
The New York HOPEline, run by the state Office of Addiction Services and Supports, is free and open 24/7, according to OASAS. Call 1-877-846-7369 (HOPENY) or text 467369. The Gaming Commission also runs a voluntary self-exclusion program, and every licensed app offers deposit limits and time-outs in its settings.
