Massachusetts Sports Betting Sites: Licensed Apps and Rule Changes

Massachusetts has seven licensed betting apps, a 20% online tax and a Senate bill that would raise it to 51% and ban props. The state of play, app by app.

Massachusetts sports betting sites are a short list. Seven licensed mobile operators, all supervised by the Massachusetts Gaming Commission, pay 20% of online revenue to the state. Bettors must be 21. The bigger story is in the State House, where a Senate bill would ban prop and in-game bets outright and lift the tax to 51%.

Below are the legal snapshot, the apps you can actually use and what that bill would change. We also cover where prediction markets, sweepstakes casinos and racing apps fit in.

Massachusetts sports betting law: quick status check

Governor Charlie Baker signed the state’s sports wagering act in August 2022. Casino sportsbooks opened on January 31, 2023, and mobile apps followed on March 10, 2023.

Licensed Massachusetts sportsbooks

Massachusetts licenses mobile operators as “Category 3” sportsbooks. Some are tethered to one of the state’s three casinos, others hold standalone licenses. The Gaming Commission’s licensee page lists:

App License type Partner casino
BetMGM Tethered MGM Springfield
Caesars Sportsbook Tethered Encore Boston Harbor
Fanatics Sportsbook Tethered Plainridge Park Casino
theScore Bet (Penn) Tethered Plainridge Park Casino
Bally Bet Untethered None
DraftKings Untethered None
FanDuel Untethered None

Two early entrants are gone. Betr and WynnBet held one-year licenses from February 2023 and did not renew. Hard Rock Bet, our sportsbook partner in several states, does not hold a Massachusetts license.

What Massachusetts betting apps can offer

Massachusetts runs an approved-events catalog. The commission decides which leagues and wager types are allowed, and operators can only post markets from that list. In practice that covers the major US leagues, college sports, soccer, golf, tennis, combat sports and motorsport.

  • In-state colleges: no bets on Boston College, UMass, Harvard or any other Massachusetts school unless the team is in a tournament. Even then, player props are off the table.
  • Props and live betting: still allowed on pro sports. The Bettor Health Act below would end both.
  • Funding: credit cards are banned by statute. Debit cards, online banking and e-wallets are standard.
  • Machine sports: drone racing and robot combat are not standard catalog items at licensed books. Our drone betting guide covers where those markets exist.

With the Celtics, Bruins, Red Sox and Patriots all in town, Boston is a heavy-volume market. Much of that money goes on parlays. If you build them, check the true price with our parlay calculator before you tap confirm.

How Massachusetts compares with its neighbors

New England is a patchwork. New Hampshire and Rhode Island each run single-operator markets with high state revenue shares. Connecticut pairs a handful of sportsbooks with legal online casinos, and New York taxes mobile betting at 51%. Massachusetts sits in the middle, with seven competing apps, a 20% tax and no online casino. For bettors, more apps means more prices to compare than in the single-operator states next door.

Horse racing with AmWager

Pari-mutuel racing runs under separate rules. AmWager’s terms list Massachusetts as an available state, with greyhound wagering excluded. Outside the sportsbooks’ own racing menus, it is one of the few legal ways to bet the Kentucky Derby or Breeders’ Cup from a phone in the state.

Sweepstakes casinos in Massachusetts

House Bill 4431 would have legalized online casinos and banned sweepstakes sites in the same stroke. It was sent to study in March 2026. None of the four brands below excludes Massachusetts in its terms.

Sweepstakes casinos open to Massachusetts players

No purchase necessary. Void where prohibited. 18+ (21+ in some states). Sweepstakes coins are not real money gambling. Our sweepstakes legal states page tracks each brand’s restrictions.

The MA prop ban and 51% tax bill

Senator John Keenan’s Bettor Health Act, filed as Senate Bill 302, cleared the Senate Committee on Economic Development and Emerging Technologies 5-0 on March 10, 2026. As written, it would:

  • ban prop bets and in-game (live) wagering;
  • ban sports betting ads during televised games in Massachusetts;
  • raise the tax on mobile betting revenue from 20% to 51%, matching New York, New Hampshire and Rhode Island.

The bill moved on to Senate Ways and Means. It has not passed either chamber, and WBUR reported that House Speaker Ron Mariano and Senate President Karen Spilka declined to back it publicly. For now, props and live betting remain available on every licensed app.

If the bill passed in its current form, Massachusetts would go from one of the more permissive New England markets to one of the most restrictive in the country on bet types. New York shows that a 51% rate can coexist with the major national apps. For anyone who bets in-game, the ban on props and live betting would be the bigger change.

Federal tax on winnings

Federal tax rules also changed this year. Since January 1, 2026, bettors can deduct only 90% of gambling losses against winnings. Winnings remain taxable income at both federal and state level, and sportsbooks issue W-2G forms for larger wins.

Prediction markets and the Kalshi case

Massachusetts has gone further than most states in its own courts. Attorney General Andrea Campbell sued Kalshi in September 2025. In January 2026 a Suffolk Superior Court judge ordered Kalshi to stop offering sports contracts in the state. A month later the Appeals Court put that order on hold while Kalshi appeals, so the contracts are still available. The Supreme Judicial Court heard arguments on May 4, 2026, and its decision is the one to watch.

Other platforms have pulled back too. Crypto.com removed sports contracts in Massachusetts, and Underdog Predict excludes the state. The Red Sox, meanwhile, have promoted Kalshi while the case is pending. Our Kalshi review explains how its contracts work. Our prediction market legal states guide tracks which platforms still serve Massachusetts. Trading event contracts involves risk of loss.

How we pick the Massachusetts offers on this page

We only show partner offers that are licensed or legally available in Massachusetts. We check each one against the operator’s own terms and eligible-state list, not third-party promo sites. Sportsbook offers appear only where the brand holds a Massachusetts license. Sweepstakes brands appear only where their terms do not exclude the state. Where a brand is restricted, as AmWager is in some states, we leave it out even if it is a partner elsewhere.

Offers can change without notice, so the terms shown in the operator’s app at sign-up always take precedence over any summary here.

Retail betting at Massachusetts casinos

If you prefer a counter to an app, all three Category 1 licensees run retail sportsbooks. They are Encore Boston Harbor in Everett, MGM Springfield and Plainridge Park Casino in Plainville. Retail betting opened on January 31, 2023, six weeks before the apps, and is taxed at 15% rather than 20%. The same age limit, college restrictions and approved-events catalog apply in person.

How to start betting in Massachusetts

  1. Choose one of the seven licensed apps above and download it from the App Store or Google Play.
  2. Register with your legal name, address, date of birth and the last four digits of your SSN for identity checks.
  3. Turn on location services. The app must confirm you are inside Massachusetts before a bet is accepted.
  4. Fund the account with a debit card, online banking or an e-wallet. State law prohibits credit card deposits for sports wagering.
  5. Set deposit and time limits before you place a bet. The commission requires operators to offer them.

Problem gambling support in Massachusetts

The Massachusetts Problem Gambling Helpline is free and open 24/7 at 1-800-327-5050, with chat at mahelpline.org. The Gaming Commission also runs GameSense, an advisor program at each casino, and a voluntary self-exclusion list that covers sports wagering.

FAQ

When did online sports betting launch in Massachusetts?

Retail sportsbooks at the state's three casinos opened on January 31, 2023, and mobile betting apps went live on March 10, 2023. The Massachusetts Gaming Commission regulates both.

Can I bet on Massachusetts college teams?

Only in tournaments. Massachusetts law bars bets on in-state colleges unless the team is playing in a tournament such as March Madness, and even then the rules limit what you can bet on.

Is Kalshi legal in Massachusetts?

It is in dispute. A Suffolk Superior Court judge ordered Kalshi to stop offering sports contracts in January 2026, but the Appeals Court put that order on hold in February while Kalshi appeals. The Supreme Judicial Court heard arguments on May 4, 2026, and its decision will settle the question.

Does Massachusetts have online casinos?

No. Real-money online casino games are not legal in Massachusetts. A 2025 House bill to legalize them, which would also have banned sweepstakes casinos, was sent to study in March 2026.
